Sebastian Saviano is an author and independent researcher working at the intersection of AI governance, institutional responsibility, agency, and trust. His research examines how institutions should assign responsibility when AI systems influence consequential decisions, how AI-generated outputs move across organizational and technical handoffs, and what makes institutional reliance on those outputs justified over time.
His current research program includes work on the “agency error” in AI governance, handoff zones as a unit of accountability, and justified institutional reliance. Across this work, he distinguishes AI capability and execution from human and institutional authority, judgment, and responsibility.
He is also the author of I, System: AI Describes Its Power, Its Limits, and the Civilization That Built It, which examines AI power and influence without attributing consciousness or independent agency to artificial systems.
