The U.S. General Services Administration now presents a remarkable menu for agencies buying frontier AI tools: ChatGPT Enterprise at $1 for eligible executive-branch users until August 2026, Claude Enterprise at $1 for federal agencies until August 2026, Gemini for Government at $0.47 until September 2026, and Grok for Government Teams at $0.42 until March 2027. USAi, the government's own AI evaluation suite, is listed at no cost.
Those numbers look too small to matter. That is exactly why they matter.
When powerful AI systems are offered to federal buyers for less than the price of a vending-machine snack, the commercial logic has moved beyond short-term seat revenue. The real prize is procurement position, workflow familiarity, security review momentum, and the right to become part of the operating layer of government work.
This is not a normal software discount. It is a land grab for one of the stickiest enterprise markets in the world.
The Price Is the Message
Enterprise AI companies have spent the last two years proving that businesses will pay for models, copilots, APIs, and agents. Government adoption is a different test. Agencies do not buy only on product quality. They buy through policy, risk review, acquisition vehicles, security constraints, and internal legitimacy.

In commercial AI, speed often sells. In government AI, controlled speed sells better.
The Bigger Market Signal
The federal AI price war tells us that frontier model companies see public-sector adoption as strategically important enough to subsidize. They are competing not only for revenue, but for legitimacy, workflow gravity, and future procurement position.
That should change how investors and operators read the market.
When core AI access becomes cheap, value does not disappear. It migrates. It moves into trusted deployment, specialized workflows, compliance infrastructure, data readiness, evaluation, and measurable outcomes.
